FAQS FOR OWNERS

The development of Kaduna Business Park is being delivered in multiple stages over multiple years and is subject to sales and market demand. It is expected that the Estate will be completed over a circa 7-year period.

As new stages are completed, roads, drainage, open space and other essential services will be made available progressively to lot owners.

Utility services will be installed within the roads and footpaths within each stage; however, it is the lot owner’s responsibility to arrange for all required Service accounts and the final connection to your Lot/Building in accordance with Authority requirements.

The Design Review Process ensures that all developments align with the Kaduna Business Park Design & Use Guidelines, maintaining consistency, functionality, and visual appeal across the estate.

πŸ“Œ Steps to submit your building plans:

1. Familiarise yourself with the Design & Use Guidelines

These can be found in the Design Review Portal and outline key requirements for building height, materials, sustainability measures, signage, and landscaping.

2. Prepare your building plans for submission

Your plans must comply with all relevant sections of the guidelines. Work with a qualified architect or draftsperson to ensure that your design meets all setback requirements, access points, parking allocations, environmental factors, and overall compliance with the guidelines.

3. Submit your plans via the Design Review Portal

Once submitted, the Design Review Panel (DRP) will assess them for compliance.

You will receive a confirmation email once your submission has been received.

Once your plans have been reviewed and approved by the DRP, you can then proceed to lodge your Planning permit application with Cardinia Shire Council.

All construction at Kaduna Business Park must comply with the Kaduna Business Park Design & Use Guidelines, ensuring all developments align with the broader vision of the estate.

Key areas covered in the guidelines include:

β€’ Building Setbacks: Ensuring uniformity and appropriate spatial planning.
β€’ Access & Parking: Allocations for vehicle movements, staff parking, and truck loading areas.
β€’ Vehicle Crossovers: Guidelines on positioning and required approvals.
β€’ Building Appearance & Materials: Specifications for aesthetics, sustainability, and durability.
β€’ Signage & Lighting: Guidelines on business signage and external illumination.
β€’ Landscaping & Fencing: Greenery, screening, and fencing types guidelines.

To ensure that your development meets all necessary approvals and legal requirements, you must follow a structured process involving design approval, planning permits, and compliance with building regulations.

πŸ“Œ Steps to ensure compliance:

1. Engage an Architect or Draftsperson

Before starting the approval process, work with a qualified architect or draftsperson to design your building in line with the Kaduna Business Park Design & Use Guidelines.

They will ensure that your plans comply with setback regulations, height restrictions, parking allocations, environmental sustainability requirements, and zoning laws.

2. Obtain Design Approval from the Design Review Panel (DRP)

Once your plans are prepared, submit them via the Design Review Portal for assessment by the Design Review Panel (DRP). The DRP ensures that your proposal aligns with the estate’s design and use guidelines before proceeding to council approvals.

3. Apply for a Planning Permit from Cardinia Shire Council

After receiving DRP approval, you will need to apply for a Planning Permit with Cardinia Shire Council.

The planning permit (issued by Cardinia Shire Council) ensures that your proposed use of the lot complies with local zoning laws and broader statutory requirements.

4. Ensure Compliance with Building Regulations

Engage a registered building surveyor to review your plans and confirm compliance with Victoria’s building regulations.

Your surveyor will oversee the approval of construction documents and issue a building permit before any construction can commence.

At Kaduna Business Park, different areas of the estate are maintained by different stakeholders to ensure the overall upkeep, functionality, and aesthetics of the business park. Here’s how maintenance responsibilities are structured:

  • Public Parks & Wetlands: After an initial period of establishment maintenance by the installation Landscape Contractor, these areas are maintained by the local Council and Melbourne Water to ensure they remain well-kept and accessible for the community. Regular landscaping, rubbish collection, and conservation efforts are managed by these authorities.
  • Nature Strips (In Front of Your Lot): After an initial period of establishment maintenance by the installation Landscape Contractor, the lot owner is responsible for maintaining the nature strip directly in front of their property. This includes tasks like mowing, weed control, and keeping the area tidy. Ensuring that the nature strip is well-maintained helps preserve the visual appeal of the business park and contributes to a professional streetscape.
  • Landscaped Areas Within Your Lot: All landscaping and maintenance within your property boundaries are the responsibility of the lot owner. This includes garden beds, trees, lawns, and any decorative elements. It’s important to keep your lot well-maintained to meet the standards outlined in the Kaduna Business Park Design & Use Guidelines.

To ensure compliance and best practices for lot maintenance, refer to:

πŸ“Œ Section 2.4 – Maintenance in the Kaduna Business Park Design & Use Guidelines, available in the Design Review Portal.

Subdivision Restrictions:

Kaduna Business Park has been strategically planned to provide lot sizes that best support business efficiency, vehicle access, and operational needs. There is a restrictive covenant in respect of further subdivision in each Lot contract. Further subdivision is generally not permitted, as it may compromise the overall master plan, infrastructure capacity, and intended land use of the business park.

Any request for subdivision would require significant assessment, including approvals from Cardinia Shire Council and a review of infrastructure and planning constraints.

For detailed requirements and restrictions, refer to:

πŸ“Œ Section 1.6 – Statutory Controls & Restrictions in the Kaduna Business Park Design & Use Guidelines.

Yes, all business signage within Kaduna Business Park must be carefully planned and designed to ensure it complements the building, allotment, and surrounding environment. Signage plays a crucial role in how a business presents itself to the street, and clear guidelines are in place to maintain a high-quality and professional aesthetic throughout the business park.

πŸ“Œ For full details on signage regulations, including materials, sizing, and placement, refer to: Section 2.2.5 – Signage in the Kaduna Business Park Design & Use Guidelines, available in the Design Review Portal.

Kaduna Business Park promotes environmentally sustainable development (ESD) to support long-term sustainability and operational efficiency.

For specific ESD guidelines and compliance measures, refer to:

πŸ“Œ Section 2.2.3 – Environmentally Sustainable Design (ESD) in the Kaduna Business Park Design & Use Guidelines, available in the Design Review Portal.
